Recovery Act Workers Add Time Capsule Before Sealing Reactor for Hundreds of Years
AIKEN, S.C. – American Recovery and Reinvestment Act workers at the Savannah River Site (SRS) placed a time capsule with a cache of timely news items inside a former nuclear reactor this week before sealing the 300,000-square foot facility shut for hundreds years to allow radioactivity to naturally decay.

World’s Second-Largest Cooling Tower Demolished at Savannah River
Demolition of the K Cooling Tower at the Savannah River Site (SRS) in South Carolina moves SRS closer to surpassing its goal of 40% footprint reduction with the $1.6 billion federal investment it received under the American Recovery and Reinvestment Act. Built in 1992, the tower was situated just east of K-Reactor and used to cool water in a reactor in support of national defense initiatives.

EM Recovery Act Spending Exceeds $1.7 BILLION
Over $1.7 BILLION spent on Recovery Act, creating jobs and accelerating cleanup. 95% of EM Recovery Act funds obligated to date. EM Recovery Act funding has employed over 20,000 workers on stimulus projects in 12 states. EM’s headcount (“lives touched”) represents prime contractor and subcontractor workers compensated with Recovery Act funding including full-time, part time, and temporary workers.

Readiness Process Developed at Oak Ridge Now Serves as Model for DOE’s ARRA Program
Bechtel Jacobs Company, LLC (BJC), the U.S. Department of Energy’s (DOE) Oak Ridge Site contractor, has developed a new assessment program to verify that funded projects and activities are ready to safely and compliantly begin operating. Linda Rogers, BJC’s Assessments and Readiness Program Manager, and her team created the ‘Ready to Operate’ assessment program to meet new DOE requirements for all American Recovery & Reinvestment Act (ARRA) funded activities.

ORISE to Perform Independent Verification for Recovery Act Activities
The Oak Ridge Institute for Science and Education (ORISE) provides third party quality validation, or independent verification, of radiological survey procedures and practices for property to be released from DOE. Independent verification must be performed for any real property that will be released to non-EM organizations within DOE, other Federal, state, or local government agencies, or private parties, as required by the Office of Environmental Management Plan for the Approval and Independent Verification of Authorized Limits (dated May 2008).

Recovery Act Funds Put to Work at Oak Ridge
The Oak Ridge Office received $755 million in Recovery Act funds for environmental cleanup projects at the Oak Ridge National Laboratory (ORNL), the Y-12 National Security Complex, the East Tennessee Technology Park (ETTP), and for cleanup operations at the Transuranic Waste Processing Center. The Recovery Act funding accelerates the start of critically needed cleanup work at ORNL and Y-12 by up to three years and over 500 jobs have already been created or saved.

As part of his visit to the Hanford Site, Energy Secretary Steven Chu joined top officials from Washington State, Oregon and the U.S. Department of Justice to announce a proposed legal settlement that will impose a new, enforceable and achievable schedule for tank waste cleanup at Hanford.

A Recovery Act Information Exchange Meeting was held in Washington, DC on August 4 and 5 to support successful Recovery Act implementation at DOE. Sponsored by the DOE Richland Operations Office and organized and facilitated by CH2M Hill Plateau Remediation Company (PRC), the workshop was attended by federal and contractor staff from a number of DOE sites.
